Running on a joint list with Yashar LeYisrael with Eisenkot as Yashar! with Eisenkot.
Overview
What the party is. Yesodot Yisrael ("Foundations of Israel", יסודות ישראל) is a registered party founded in July 2026 by Chili (Yechiel Moshe) Tropper, a Knesset member and former Minister of Culture and Sport. On 7 July 2026 news outlets reported that Tropper had applied to the Justice Ministry's Parties Registrar to register a new party under this name [7], and that the registration had been completed [8]. The founders named in the reports include former minister Asaf Zamir; Dana Silverman Sitton, whose sister Shiri Bibas and nephews Ariel and Kfir were killed in Gaza; Yiftach Ramon, son of astronaut Ilan Ramon; and Elyasaf Peretz, two of whose brothers were killed in IDF service [7, 8]. In public campaigning the party mostly used the name HaBayit HaTziyoni ("The Zionist Home") [13, 21, 23, 24]. "Yesodot Yisrael" is the registered name that appears in the official filing with the Central Elections Committee (CEC) [1].
How it got here (timeline).
- May 2026: On 3 May 2026 Tropper announced that he was leaving Blue and White, the party led by Benny Gantz, in which he had served since 2019. He said that "significant influence is no longer possible in Blue and White" [2, 3, 4]. On 5 May 2026 Gantz said they had agreed that Tropper would not resign his Knesset seat, so as not to give the coalition an extra vote [5]. For that reason the Knesset database still lists Tropper under the Blue and White–National Unity faction [35].
- June 2026: News reports described Tropper weighing several options: joining Gadi Eisenkot's party, joining Naftali Bennett's party, or forming an independent list [6].
- 7 July 2026: Tropper and Yoaz Hendel, chairman of The Reservists party, announced that they would run together, and said the new party would run under the name "Yesodot Yisrael" as "the first step" toward a new Zionist political force [9, 10]. Maariv reported, citing Kan News, that Tropper had told Hendel the partnership was a trial, and that if it failed his next step would be to join Eisenkot [11].
- 5 August 2026: The joint party launched its campaign as "The Zionist Home – The Reservists" (הבית הציוני – המילואימניקים). It presented a seven-part platform, the "Magen David" (Shield of David) plan, called the Magen David Plan below [15, 16, 17, 18].
- 6 September 2026: Two days before the deadline for submitting candidate lists, Tropper and Hendel announced that they would take "separate political paths" [22, 23]. On the same day Tropper's party joined Gadi Eisenkot's Yashar party [23, 24]. Hendel went on to run with Yaron Zelekha's New Economic Party [23].
- 7 September 2026: The joint list was submitted to the CEC [1, 25].
The list it runs on. Yesodot Yisrael runs on the joint list "Yashar! with Eisenkot for Prime Minister – Uniting Israel" (ישר! עם איזנקוט לראשות הממשלה מאחדים את ישראל) [1], ballot letters דרך [65]. The CEC page states that the list was submitted on behalf of two parties, "Yashar LeYisrael with Eisenkot" and "Yesodot Yisrael" [1]. Four of the list's 120 candidates were filed on behalf of Yesodot Yisrael: #6 Chili (Yechiel Moshe) Tropper, #10 Shira Shapira, #20 Elyasaf Peretz and #35 Shlomi Yechiav. All the others were filed on behalf of Yashar LeYisrael [1].
Joint-list partner and split history. The partner party is Yashar LeYisrael with Eisenkot, led by former IDF Chief of Staff Gadi Eisenkot [1, 25]. The two parties have no history of splitting up after an election, because 2026 is their first joint run and neither has run in an election before. Yesodot Yisrael itself was founded in July 2026 [7, 8]. The terms of the merger are reported differently:
- The Times of Israel (French edition) reported that it was a full merger rather than a "technical" alliance, so Tropper could not split his faction from Yashar after the election [24].
- Ynetnews reported on 6 September 2026, before the deal was signed, that under the emerging agreement the arrangement "would not be a technical bloc, meaning Tropper would not be able to split from the faction after the election" [22].
- The official CEC filing nevertheless lists two separate submitting parties [1]. The sources do not explain how the two descriptions fit together.
The party's only earlier partnership, with Hendel's Reservists, ended on 6 September 2026, before any election was held [22, 23].
Ideology and base of support. Tropper describes himself as "a religious Zionist and proud of it", while saying he represents "the people of Israel, not just one sector" [13]. At its launch he described the project as "a Zionist home – a house for Israelis full of pain and hope" and "a house that everyone will serve in" [9, 11]. The Jerusalem Post wrote in August 2026 that the Tropper–Hendel party "has not identified itself as Left or Right but has aligned itself with center-right-leaning policies" [19]. Its main themes are:
- equal military or civilian service for everyone;
- a government made up of Zionist parties only;
- accountability for the events of October 7;
- reducing what Tropper calls internal division, which he described as "an existential danger" [26, 12, 14].
Current Knesset seats. Yesodot Yisrael has never run in an election and holds no seats as a party. Its leader, Tropper, is a sitting Knesset member. He was elected in 2022 on the National Unity list and remains formally in the Blue and White–National Unity faction [35, 5].

Leadership and key candidates
Chili (Yechiel Moshe) Tropper, party founder and leader, #6 on the Yashar list [1, 7]
Personal background: Born in Jerusalem, he studied at a yeshiva high school and describes himself as a religious Zionist [47, 13]. Before politics he worked in education and welfare [47, 63]:
- he managed the education and welfare departments in Yeruham, a town in the Negev;
- he was second-in-command at Acharai, a youth movement that works with young people from disadvantaged backgrounds;
- he directed the Branco Weiss school in Ramla for teenagers at risk of dropping out, which was the subject of a documentary.
He lives in Ness Harim, a moshav in the Judean Hills, where he helped build a neighbourhood for religious and secular families together [47]. He has written four books on education [47]. In February 2020 he donated a kidney to a 60-year-old man he did not know, through the Matnat Chaim organization [62, 47].
Knesset service: Elected to the 21st Knesset in April 2019 for Blue and White, and re-elected in every election since. He served in the 25th Knesset in the National Unity faction, later called Blue and White–National Unity [35].
Minister of Culture and Sport: 17 May 2020 to 29 December 2022, in the Netanyahu–Gantz government and then the Bennett–Lapid government [35].
Minister of Science and Technology: 3 May to 13 June 2021, alongside the culture portfolio [35].
Minister without portfolio: From 12 October 2023 in the emergency government formed after the October 7 attack, until 13 June 2024 [35]. On 9 June 2024 Gantz had announced that National Unity was leaving the emergency government, after Netanyahu did not approve a plan for the day after the war in Gaza [64].
Legislation: The Knesset database lists 54 bills he initiated or co-initiated (as of 12 October 2026). Laws that passed in full include:
- the Israeli Sign Language Recognition Law (June 2026) [36, 42];
- a law creating a state day of recognition for wounded IDF soldiers and victims of terror (January 2026) [36];
- a law letting crime victims state their position on a prisoner's parole (June 2025) [36];
- an amendment to the Sport Law (July 2024) [36].
Party role: Ynetnews reported on 6 September 2026 that, under the emerging agreement with Eisenkot, Tropper would not be in the list's top four but would get "first choice of a ministerial portfolio" if Eisenkot entered the next government [22].
Other Yesodot Yisrael candidates on the joint list [1]
- #10 Shira Shapira: Mother of Aner Shapira, who was killed aged 22 on 7 October 2023 while defending people sheltering in a bomb shelter during the Hamas attack [24, 25]. She joined Yashar together with Tropper [21, 24].
- #20 Elyasaf Peretz: One of the founders of Yesodot Yisrael. Two of his brothers, Uriel and Eliraz, were killed in IDF service [7]. Ynetnews reported that in earlier interviews he had said he would not join a government with parties he described as non-Zionist, such as Ra'am, and would oppose a government that depended on Ra'am abstaining in order to take office [22].
- #35 Shlomi Yechiav: Filed on behalf of Yesodot Yisrael [1]. No further public information about him was found.
Leaders of the joint list (partner party Yashar LeYisrael) [1, 25]
- #1 Gadi Eisenkot: Former IDF Chief of Staff and leader of the joint list.
- #2 Yoram Cohen: Head of the Shin Bet from 2011 to 2016.
- #3 Orit Farkash-Hacohen: Former minister.
- #4 Adi Altschuler: Social entrepreneur and Israel Prize laureate.
- #5 Matan Kahana: Former minister.
Positions on the issues
A note on evidence. Yesodot Yisrael has not published a stand-alone platform. For the joint list, the Israel Democracy Institute's 2026 archive links to Yashar's "principles" page, which sets out the list's plans in twelve areas plus a state commission of inquiry [51, 67]. The evidence below comes from four kinds of source:
- the "Magen David Plan", which Tropper presented jointly with Yoaz Hendel on 5 August 2026, a month before the two split. Hendel co-authored it, and it is not clear which parts Yesodot Yisrael still holds inside Yashar [15, 16, 17, 23];
- Tropper's record as a Knesset member and minister, and his statements;
- the joint list's published plans, marked as list-level;
- commitments made by the joint list's leader, Gadi Eisenkot, also marked as list-level.
Haredi military enlistment
- Formal commitment: The Magen David Plan commits to "an equal service model". Under it, every citizen would go through a unified screening center and serve in military, national or civilian service according to their abilities and choices, with tracks suited to different populations [15, 17]. Those who serve would receive benefits, and those who do not serve would face sanctions [15, 16, 18, 19].
- Formal commitment: Tropper and Hendel made passing an enlistment law before a government is formed a condition for joining any coalition [16, 17, 18].
- Statement: Tropper said in July 2026: "I am against criminal sanctions. I am for economic sanctions. If you chose not to serve, the state should not finance you." [12, 13] He also said his party "will not go into a government with the Haredim at the price of continuing Torato Umanuto". Torato Umanuto ("Torah study is his profession") is the arrangement that defers military service for full-time yeshiva students [12, 13]. He added that rescue-service work could count as national service [12].
- Statement: At a house meeting in Jerusalem reported by Maariv on 30 September 2026, after joining Yashar, Tropper described the exemption from service in the Haredi community as a values wound that breaks apart solidarity in Israeli society. He contrasted it with reservists serving 400 or 600 days, and presented a plan of "service for all", civilian or military, with special tracks for the Haredi community [26].
- Statement: In August 2025 he said: "As religious people we believe that in the name of Torah one must serve." [34]
- List-level (Formal commitment): Yashar's published "service for all" plan says every citizen must serve, with the army choosing first and everyone else directed to civilian–national service through a new national service administration. Up to 3% of each annual cohort could defer service for one year for Torah study, renewable each year under supervision. Those who are not exempt and do not serve ("draft evaders and deserters") would lose a long list of state benefits and would also face criminal law [68]. This differs from Tropper's own July 2026 statement that he is "against criminal sanctions" [12].
- List-level (Statement): One of Eisenkot's four conditions for any coalition partner is accepting the obligation of service [27].
- Action (Knesset votes, 25th Knesset) [52, 53]:
- 17 May 2023: voted for a preliminary-reading bill titled "Mandatory Service for All".
- 10–11 June 2024: voted against the government's request to revive ("apply continuity to") the 2022 Security Service Law bill on integrating yeshiva students. That bill had been tabled by the Bennett–Lapid government, in which Tropper was Minister of Culture and Sport [35]. It lowered the age at which yeshiva students are exempted from service and passed its first reading 51–48 on 31 January 2022; Tropper is not recorded as voting on it [73, 74].
- 24 June 2024: voted against the first reading of a bill extending the temporary higher exemption age.
- 18 July 2024: voted against the first reading of the government's Security Service Law (Amendment No. 28) bill.
- 22 October 2025: voted for three opposition bills in preliminary reading. They would make reduced National Insurance rates, housing benefits and state aid for yeshiva students and needy students conditional on meeting obligations under the Security Service Law.
- 3 December 2025: voted for a preliminary-reading bill titled the "Ben-Gurion outline" for deferring and exempting service on grounds of religious study.
- 4 February 2026: voted for a preliminary-reading bill to impose financial penalties under the Security Service Law.
- 14 July 2026: voted against the final (second and third) readings of the Security Service Law (Amendment No. 28 – temporary provision). The Knesset passed it 58–54 [56, 72]. According to Anadolu, it bars the arrest and prosecution of Haredi men who have not enlisted until 30 November 2026 and suspends criminal proceedings already under way [56]. The High Court of Justice froze the law the next day and struck it down on 3 September 2026 [81].
- Action: No Knesset bill on enlistment initiated by Tropper himself was found among the bills listed under his name [36].
- Change over time: Tropper was a minister in the government that tabled the January 2022 bill, which kept the exemption for yeshiva students and lowered its age [35, 73, 74]. In June 2024 he voted against reviving that bill, and in 2026 he says the state should not finance those who choose not to serve [12, 52]. No statement by Tropper about the 2022 bill was found.
Closest option(s): Require everyone, including Haredim, to serve in the army or in civilian national service, with benefits cut for those who refuse (universal-service-with-sanctions). This is supported by his votes for bills that tie benefits to service and against the 2024–2026 enlistment bills backed by the government, and by the joint list's plan, which allows only a small quota of Torah-study deferrals. Tropper's stated opposition to criminal penalties matches that option's emphasis on lost benefits; the joint list's plan goes further and adds criminal law.
Judicial system
Action: In December 2024 Tropper was the lead initiator, with Gantz, Eisenkot and other faction members, of a bill to amend Basic Law: The Judiciary (P/5174/25) [39]. The bill would automatically appoint the most senior Supreme Court justice as Court President if the Judicial Selection Committee fails to choose one within 60 days. Its explanatory notes say the Court President acts to ensure the judiciary's "independence" from the executive and legislative branches [39].
Action (Knesset votes on the 2023 changes to the judicial system) [52, 53]:
- 20 February 2023: voted against the first readings of the Basic Law: The Judiciary amendment on the Judicial Selection Committee (introduced under the title "strengthening the separation of powers") and the Courts Law (Amendment No. 105) on the same committee.
- 13 March 2023: voted against the first reading of Basic Law: The Judiciary (Amendment No. 4) on judicial review of laws.
- 10–11 July 2023: voted against the first reading of the bill limiting the "reasonableness" standard. The reasonableness standard is the court's power to cancel government decisions it finds extremely unreasonable.
- 24 July 2023: voted against its section 1 and for the opposition's reservations (proposed amendments) in the second reading. No vote by him is recorded in the final (third) reading [52]. The opposition boycotted that reading, and the law passed 64–0 [54].
Action (2025 law on choosing judges): On 27 March 2025 Tropper voted against each section of the Basic Law: The Judiciary amendment and the Courts Law amendment that change the Judicial Selection Committee, and for the opposition's reservations [52, 53]. No vote by him is recorded in the final reading [52]. The opposition boycotted that reading [55]. The law makes six of the committee's nine members political appointees [55].
Action (attorney general):
- 29 October 2025: voted against preliminary readings of several bills to split the role of the attorney general.
- 2 June 2026: voted against the first reading of the government's attorney-general bill, tabled as the "Attorney General and Chief Prosecutor (Appointment, Term, Roles and Powers)" bill [52, 53].
- 15 July 2026: voted against the final reading of the Attorney General (Opinions, Representation and Supervision) Law, which passed 65–51 [75].
Action: In December 2024 Tropper co-sponsored a bill limiting a prime minister to eight consecutive years in office (P/5096/25) [40]. In 2019 he initiated bills to:
- end the term of a prime minister or minister against whom an indictment is filed;
- make it mandatory to appoint a deputy prime minister;
- tighten rules on officials convicted of offences involving "moral turpitude" [36].
Formal commitment: The Magen David Plan's "checks and balances" chapter calls for:
- a "Zionist constitution";
- regulating relations between the branches of government [16] and changing the system of government [15, 17];
- "responsible repair" of the judicial system [15];
- strengthening the rule of law;
- limits on how long elected officials can serve [15, 16, 17]. The Jerusalem Post reported this as legislation limiting the prime minister's term [18].
Statement: In July 2026 Tropper said:
- on the attorney general's role: "I was a minister and the power of the legal adviser in my ministry was excessive. I couldn't fire her. The relations between the branches need to be regulated."
- on splitting the attorney general's job: "I think it's not right to split [the roles of] prosecutor and adviser. That's a mistake."
- on appointing judges: "It's good to have a variety of judges. It's a pity they couldn't appoint judges by agreement in the last term." [12]
He also said Basic Law: Legislation and Basic Law: The Judiciary should be advanced [12]. Srugim reported that he believes the changes should be adopted by broad agreement [16].
List-level (Formal commitment): Yashar's economic plan pledges "legislation that will ensure the independence of the judicial system", presented as a way to restore the confidence of the high-tech sector [70].
List-level (Statement): In July 2026 Eisenkot wrote that the government's decision not to comply with a High Court ruling on the Second Authority meant "the Israeli government is raising a hand against Israeli democracy" [66].
Closest option(s): The evidence is mixed. His votes against every part of the 2023 and 2025 changes, his bill to protect the court presidency by seniority, and the joint list's pledge to legislate the courts' independence [70] point to reversing the recent changes and protecting the courts' independence (repeal-changes-protect-independence). His own platform language points to a broad agreed framework that sets out each branch's powers (broad-agreed-constitutional-framework): a "Zionist constitution", regulating relations between the branches, changes adopted by broad agreement, and his complaint about a ministry legal adviser he could not dismiss.
Religion and state
Action: In January 2023 Tropper was the lead initiator, with MKs Yitzhak Kroizer and Moshe Tur-Paz, of a bill (P/2139/25) to give "integrated state education" the same legal status as the state and state-religious school streams [38]. Integrated state education means schools where children from secular and religious homes study together, in an environment rich in Jewish studies [38]. The bill's explanatory notes call "the unity of the people" "a supreme value", and say integrated schools practise it every day [38].
Action: As Minister of Culture and Sport, in December 2021 Tropper approved about NIS 70 million to upgrade more than 70 football fields with lighting and natural grass. Kipa reported that this would allow more matches to move from Shabbat to weekdays, according to local decisions [44].
Statement: In November 2022, responding to a call to stop football games on Shabbat, Tropper said: "In the State of Israel there are different audiences with different needs." He said the needs of both Shabbat-observant and non-observant publics should be respected, and that change should come through "a deep process" with "mutual respect", "where one side does not determine facts", rather than through public letters [45].
Formal commitment: The Magen David Plan would give public funding only to schools that teach the core curriculum (subjects such as mathematics and English) [15, 18, 19]. This would affect schools that do not teach these subjects, including many Haredi schools.
Action (Knesset votes) [52, 53]: The votes below were in preliminary readings unless stated otherwise. A preliminary reading is the first vote on a private member's bill. Tropper voted:
- for a bill titled "Amendment to the Religious Community (Conversion) Ordinance (Conversion by a City Rabbi)" (17 May 2023);
- for a private bill titled "Marriage and Divorce Bill" (7 June 2023);
- for two bills titled "Operation of Public Transport on Shabbat" (19 November 2025);
- for a bill titled "Restoring the Subordination of the Rabbinical Courts to the Justice Ministry" (24 June 2026).
He voted against:
- the first reading of a bill extending the terms of the Chief Rabbis and of the Chief Rabbinate Council members (19 June 2023);
- a bill on electing city, regional, local and neighbourhood rabbis (28 June 2023). The Israel Democracy Institute wrote that this bill would strengthen the Chief Rabbinate Council and the Minister of Religious Services at the expense of local government in choosing local rabbis [71];
- the first reading of a bill titled "jurisdiction to bind child support", which concerns the rabbinical courts' authority over child-support claims linked to divorce (24 March 2025);
- Basic Law: Torah Study at its final reading (13 July 2026), which passed 63–52 [76];
- the final reading of the Prohibition of Fraud in Kashrut Law (Amendment No. 5) (15 July 2026), which passed 46–41 [77].
Except for the rabbis-election bill [71], these descriptions rest on the bill titles in the vote records. The full texts could not be retrieved in this session.
No statement was found from Tropper or Yesodot Yisrael explaining these votes, or setting out a position on civil marriage or the Chief Rabbinate's authority. Searches in Hebrew and English on these topics returned nothing for the party or its leader.
Closest option(s): Keep the Rabbinate but allow alternatives and local choice (more-choice-local-decisions). This rests mainly on his votes: for bills titled on Shabbat public transport, on marriage and divorce and on conversion by city rabbis, and against a bill that the Israel Democracy Institute says would centralise the choice of local rabbis [71] and against a bill on rabbinical-court jurisdiction over child support. Because most of these bills could be checked only by title, and his statements stress settling Shabbat issues by agreement between communities (closer to keep-status-quo), the evidence is partly mixed.
October 7 inquiry
Statement: At a house meeting reported by Maariv on 30 September 2026, Tropper called for a state commission of inquiry into the events of October 7. He said that everyone who held a senior leadership post on that day, including Prime Minister Netanyahu, is unsuitable to continue and must take responsibility [26]. In a radio interview on 29 July 2026 he said "everyone who was there on October 7 needs to finish their term" [14, 20].
List-level (Statement): On 5 August 2026, at a campaign event at Kibbutz Nir Oz, Eisenkot pledged that at his government's first session it would declare the establishment of a state commission of inquiry. Its members would be appointed by the President of the Supreme Court "in consultation with other judges". Its investigation would go back a decade and cover government decision-making [29]. When the joint list was submitted, Eisenkot repeated his pledge to establish a state commission [25]. The joint list's principles page links to its plan for a state commission of inquiry [67].
Action (Knesset votes) [52, 53]: Tropper voted for opposition bills to set up a state commission of inquiry into the events of October 7, in preliminary readings on:
- 17 July 2024, two bills;
- 12 November 2025, three bills;
- 1 July 2026, three bills.
On 19 March 2025 he voted for a bill listing events that would require a state commission. On 24 December 2025 he voted against the preliminary reading of the bill for a "state-national" commission into the events of October 7, which passed 53–48 with one abstention [52, 53, 72]. The Israel Democracy Institute described it as a private bill by a Likud MK under which the members would be chosen through the Knesset: first by a proposal approved by 80 MKs, then if needed three members each from the coalition and the opposition, and finally by the Knesset Speaker. The institute calls it a political rather than a state commission [48]. MK Ariel Kallner's bill passed its first reading 59–0 on 6 July 2026, with the opposition boycotting the vote [49]; no per-MK record of that vote is published in the Knesset's vote services, so the tally is the press figure and Tropper's vote is not recorded.
Closest option(s): The President of the Supreme Court picks the members, as the law requires for a state commission of inquiry (state-commission-under-existing-law).
Gaza Strip policy
- Statement: In January 2024, as a minister in the emergency government, Tropper set out National Unity's position on the day after the war in Gaza:
- "We want to be there only in the security sense; operational freedom of action must be preserved."
- Israel should not govern Gaza's civilian life.
- "A local force that is not Hamas" should run civilian affairs under Israeli security supervision.
- Israeli military rule over Gaza would be "the recipe for getting bogged down in the Gaza mud" [32].
- Statement: In January 2024 Tropper also said National Unity would leave the government if a hostage deal it could accept were available and Netanyahu would not sign it. He also said that "stopping the war is not a price Israel can pay" [33].
- Action: Tropper's term as minister ended on 13 June 2024 [35]. This followed Gantz's announcement on 9 June 2024 that National Unity was leaving the emergency government because Netanyahu had not approved a plan for the day after the war in Gaza [64].
- List-level (Statement): On 1 August 2026 Eisenkot criticised the Board of Peace framework for carrying out the US plan in Gaza, calling it "the Netanyahu–Smotrich concept of preferring Hamas rule". He wrote that Israel "must not accept a reality in which Hamas survives, rearms, and waits for the opportunity to carry out the next massacre" [30].
- No statement was found from Tropper or Yesodot Yisrael on Gaza policy after the October 2025 ceasefire. The Jerusalem Post reported that the Tropper–Hendel party had no formal position on Gaza [19].
Closest option(s): Tropper's own statements match keeping Israeli security control while a local administration without Hamas runs daily life, without Israeli military rule over civilians (defeat-hamas-then-security-control). The joint list leader's 2026 rejection of any arrangement that leaves Hamas able to survive and rearm is consistent with this, and also with hold-positions-disarmament-first. The evidence is mixed and mostly dates from 2024.
Judea and Samaria
Statement: In July 2026 Tropper said: "We will not be in a government that divides the land. Evacuating settlements in Judea and Samaria is not on the agenda as far as we're concerned. The settlement enterprise is important and we will strengthen it." [12] In a radio interview on 29 July 2026 he said the government he has in mind would be made up of people who oppose dividing the land, and that "every legal farm" set up on the ground in coordination with the army would remain [14].
Formal commitment: The Magen David Plan includes a 90-day plan to strengthen communities in the Galilee, the Negev, the Jordan Valley, Judea and Samaria and the confrontation-line areas, and to expand legal settlement [16, 17]. The Jerusalem Post summarised it as investing in areas throughout Judea and Samaria and expanding legal settlement [18].
Statement: At the house meeting reported on 30 September 2026, Tropper said: "I really think I don't see a solution to the conflict soon… I don't have a solution to the conflict." Maariv reported that he and his party firmly oppose a Palestinian state in Judea and Samaria, saying there is no room for two states between the Jordan and the sea. It also reported that in practice the party does not intend to change the situation significantly beyond acting to "shrink the conflict", and that he supports strengthening settlement legally on state land, subject to security needs, and expanding the Abraham Accords [26]. In August 2026, before the split, the Jerusalem Post quoted Hendel, then his partner, as saying "We will not allow a Palestinian state to be established" [19].
List-level (Statement): Eisenkot said in August 2026 that "striving for a two-state solution is not realistic in the current reality", and that his government would not evacuate legal farms in Area C [28].
Action: On 18 July 2024 Tropper voted for a Knesset resolution, adopted 68–9, stating that the Knesset opposes the establishment of a Palestinian state west of the Jordan [78].
Action (Knesset votes on applying Israeli sovereignty) [52, 53]: All the votes below were preliminary readings. Tropper voted for:
- the "Applying Israeli Sovereignty to the Jordan Valley" bill on 15 March 2023, which failed 14–66 [72];
- the same bill again on 22 January 2025, when it failed 32–56. The Times of Israel reported that it was an opposition bill and that coalition members called it "trolling" [59, 72];
- Avigdor Liberman's bill applying sovereignty to Ma'ale Adumim on 22 October 2025, which passed 31–9 with one abstention according to the Knesset record (Maariv reported 32–9) [60, 72];
- a bill applying sovereignty to Beitar Illit on 31 December 2025, which failed 8–45 [72].
Ma'ale Adumim and Beitar Illit are large settlements close to Jerusalem.
Action: On 23 July 2025 the Knesset debated "Applying sovereignty in Judea, Samaria and the Jordan Valley". Tropper put forward his own proposed conclusion to the debate, which was not adopted; he voted for it and against the alternative conclusions proposed by MKs Mansour Abbas and Ahmad Tibi [52, 53]. The Knesset adopted the coalition's non-binding motion in favour of sovereignty by 71 votes to 13 [61, 72]. The open-data record of his votes shows no vote by him on that motion [52, 72]. According to the plenum protocol, the motion Tropper read out for his faction said that applying sovereignty in Judea and Samaria "should be done with a responsible diplomatic approach through a national-consensus government, while arranging the rights of all residents", and not through a "fictitious show" in the plenum. It was rejected 9–66 [52, 79].
On 22 October 2025 a bill applying sovereignty to all of Judea and Samaria passed a preliminary reading [60]. The record of his votes shows no vote by him on it, and no Tropper vote was found for applying sovereignty to all of Judea and Samaria [52, 72].
Closest option(s): The evidence is mixed. His votes for opposition bills applying sovereignty to the Jordan Valley, Ma'ale Adumim and Beitar Illit, but not to all of Judea and Samaria, point to applying Israeli sovereignty to key areas only (partial-sovereignty-area-c). His September 2026 remarks, as Maariv reported them (no Palestinian state, strengthening legal settlement, no significant change beyond "shrinking the conflict") [26], and the list leader's position that two states are not realistic now and legal farms in Area C will not be evacuated [28], are closer to keeping the current situation (maintain-current-situation).
Iran, Hezbollah and the region
No statement from Tropper or Yesodot Yisrael on strategy toward Iran or Hezbollah was found. Searches in Hebrew and English covered "טרופר" with Iran, Hezbollah, Lebanon, the June 2025 Iran operation and the northern front, as well as English-language coverage of the party.
Action (related): Tropper's bills include:
- a temporary grant for northern residents who were not evacuated from their homes (2025);
- a bill on rebuilding and developing Kiryat Shmona (2026);
- a bill on how the Ministerial Committee on National Security, known as the security cabinet, is set up (2025–2026) [36].
Formal commitment (related): The Magen David Plan includes a 90-day plan for the return of northern residents and the rehabilitation of communities along the confrontation line [15, 16, 18].
List-level (Statement): In March 2026 Eisenkot said Israel "defined goals in Gaza and Lebanon and did not carry them out". He called for "maximum force in minimum time" and for then reaching an agreement, and described the conflict as involving "the whole chain", including Iran [31].
Knesset votes checked: Tropper's 25th-Knesset vote record was also searched for votes on Iran, Hezbollah and Lebanon. The only related item found was a vote on 4 December 2024 for putting a motion "regarding the arrangement with the terror organization Hezbollah" on the Knesset agenda [52, 53]. That vote was about the agenda and does not show a policy position.
No documented position found. Neither the party nor Tropper has stated a position on this question. The list leader's statements are recorded above for context only.
Cost of living
Formal commitment: The Magen David Plan's cost-of-living chapter calls for lowering prices by "encouraging competition, dismantling monopolies, and reducing market concentration", targeted help for working parents and reservists [18], reducing regulation, opening the economy to imports and removing trade barriers [15, 16, 17].
List-level (Formal commitment): Yashar's economic plan pledges to cancel unjustified import barriers and Israel-specific standards, open the market to parallel imports, break the power of concentrated groups in food and consumer markets, reform kashrut and the import of kosher products, and give reservists and working families priority in state support, housing benefits and daycare subsidies [70].
Action: Tropper tabled several consumer-protection bills, none of which has passed [36]:
- requiring banks to give customers information on the fees and interest charged when a loan is repaid early (2025);
- requiring notice when a standing payment order is not honoured (2025);
- limiting the management fees that pension and savings funds charge members who have stopped working (2019);
- regulating "economic violence" between spouses (2019).
Action: Tropper also tabled bills to expand National Insurance payments to reservists and benefits for discharged soldiers. One of them would freeze a planned cut to a tax benefit for discharged soldiers [36].
Action (state budgets): As an opposition Knesset member, Tropper voted against the final readings of the current government's budget laws [52, 53]:
- the 2023 and 2024 budgets (24 May 2023);
- the 2025 budget (March 2025);
- the 2026 budget (30 March 2026).
In the detailed budget votes he generally voted for the opposition's reservations. The vote records show the direction of his votes but not which spending changes those reservations proposed.
Closest option(s): Mainly opening markets to competition and imports and breaking up monopolies (open-market-competition-imports), which both the Magen David Plan and the joint list's plan stress, with a secondary element of targeted help for working families and reservists (direct-support-for-households).
Housing
No documented position found. No housing policy from Yesodot Yisrael or Tropper was found. The searches covered:
- the Magen David Plan coverage [15, 16, 17, 18, 19];
- Tropper's list of bills [36];
- his 25th-Knesset vote record, searched for bills on housing, apartments, rent and mortgages. The few such preliminary-reading votes found could not be matched to bill texts, so they are not used here;
- Hebrew searches for "טרופר" with housing (דיור) and home prices (מחירי הדירות).
He did vote for a preliminary-reading bill to make housing benefits conditional on meeting obligations under the Security Service Law (22 October 2025) [52, 53]. That bill concerns enlistment rather than housing prices. The Magen David Plan's chapter on strengthening the Galilee, the Negev and the border communities [16] deals with developing those regions, not with housing prices.
- List-level (Formal commitment), for context only: Yashar's economic plan says it would use the need for protected rooms as an engine of urban renewal, "flood the market with new apartments" and tax land that is not being advanced for building [70].
Crime in Arab society
- Formal commitment: The Magen David Plan's governance chapter, presented jointly with Hendel on 5 August 2026, proposes:
- setting up a dedicated division in the Shin Bet (Israel's internal security service) to fight crime in Arab society;
- creating a governance authority under the National Security Ministry;
- heavier sentences, especially for weapons offences and crime financing;
- strengthening the prisons;
- more enforcement against agricultural crime [15, 16, 17].
- Statement: At the August 2026 launch Tropper said that "after years of talk about governance, the streets continue to bleed and crime is rampant" [17], and: "It is time to care about personal security, not TikTok likes." [18]
- List-level (Formal commitment): Yashar's published internal-security plan proposes a national cabinet against organized crime headed by the prime minister, a multi-year plan to build up the police with a four-year emergency budget, police independence anchored in law, a dedicated enforcement system for organized crime with its own prosecution unit and specialised courts, economic and administrative tools against crime funding, and joint work with the leadership of Arab society, including directing young people to compulsory civilian service. It does not mention a role for the Shin Bet [69].
- Context: The party's condition that Hendel receive the National Security Ministry [16, 18] lapsed when the two leaders split on 6 September 2026 [23].
- Action (Knesset votes) [52, 53]:
- 14 June 2023: voted for a preliminary-reading bill to widen the aggravating circumstance for links to a crime organization in the Law on Combating Crime Organizations.
- 10 December 2025: voted against the preliminary reading of the Special Powers to Combat Crime Organizations (Temporary Provisions) bill, which as tabled would allow a crime organization to be declared a terror organization; it passed 54–41 [82]. According to Maariv, the bill was brought by MK Tzvika Fogel at the request of National Security Minister Itamar Ben Gvir [58]. Once an organization was declared, the police and the Shin Bet could use technological and investigative tools that are currently reserved for counter-terrorism [58].
- Change over time: The August 2026 Magen David Plan, which Tropper co-authored with Hendel before their split, proposes a dedicated Shin Bet division to fight crime in Arab society [15, 16, 17]. Eight months earlier, in December 2025, before that plan existed, Tropper voted against a bill that would let the police and the Shin Bet use counter-terrorism tools against crime organizations declared terror organizations [52, 53, 58]. The two measures differ in how they work: a dedicated unit, versus declaring organizations terror groups under a bill drafted at the National Security Minister's request. No statement explaining the vote was found. The joint list's own published plan on crime does not mention the Shin Bet [69].
- No position was found from Tropper on investing in Arab communities as a way to fight crime.
Closest option(s): The evidence is mixed. The Magen David Plan's dedicated Shin Bet division points toward emergency-powers-shin-bet. His vote against the Shin Bet "terror designation" bill, the plan's other measures (a governance authority under the National Security Ministry and heavier sentences under normal law), and the joint list's police-centred plan [69] point toward more-police-resources-normal-law.
Other notable positions
Governance and term limits
- Action: Tropper co-sponsored a bill to amend Basic Law: The Government (P/5096/25, December 2024) [40]. It would bar anyone who has served eight consecutive years as prime minister from serving again. The explanatory notes argue that long terms can lead to "governmental degeneration".
- Dated background (2019; action): In 2019 he initiated bills to:
- end a prime minister's or minister's term when an indictment is filed;
- make it mandatory to appoint a deputy prime minister;
- require Knesset members to declare foreign bank accounts [36].
- Action: In 2023 he initiated a bill to change the design of the ballot paper [36].
- Formal commitment: The Magen David Plan calls for limiting the terms of elected officials [15, 16], which the Jerusalem Post reported as legislation limiting the prime minister's term [18].
Disqualifying supporters of terror from elections
Action: In November 2024 Tropper co-sponsored, with Matan Kahana, Gantz, Eisenkot and others, a bill to amend Basic Law: The Knesset (P/5053/25) [41]. It would:
- count support for a "lone attacker" as grounds for barring a candidate;
- allow a party inside a joint list to be disqualified on its own.
The explanatory notes cite the October 7 attack and say the bill keeps judicial review in place [41].
Action: He also initiated bills to increase penalties for helping the enemy in wartime and under the Counter-Terrorism Law [36].
Death penalty for terrorists
- Action: On 30 March 2026 Tropper voted against each section and against the final (third) reading of the Death Penalty for Terrorists Law, and for the reservations (proposed amendments) [52, 53]. The Knesset passed it 62–48 [57, 72]. According to JTA, the law makes death by hanging the default sentence for non-Israelis convicted in military courts of deadly nationalistic killings. Since only Palestinians from Judea and Samaria are tried in military courts, they are in effect the people it targets. Judges may impose life imprisonment under unspecified "special circumstances" [57].
- No statement by Tropper explaining this vote was found.
Wounded soldiers, bereaved families and reservists
- Action: Laws passed:
- Action: Bills tabled:
- protecting the jobs of wounded soldiers during and after hospitalisation;
- compensating family members of disabled veterans for lost income;
- letting families of terror victims choose the burial plot;
- covering expenses for relatives of released hostages;
- recognising heroes of the War of Independence with decorations;
- letting workers take leave on a relative's private memorial day [36].
- Formal commitment: The Magen David Plan includes expanded support for bereaved families and evacuees, and more mental-health services for residents of the north [16, 18].
Disability and accessibility
- Action: Tropper was co-initiator, with MK Avichai Boaron, of the Israeli Sign Language Recognition Law, passed on 8 June 2026 with six votes in favour and none against [42, 36]. The law gives the language official state recognition and authorises the Academy of the Hebrew Language to develop it [42].
- Action: He also tabled bills to:
- make emergency TV broadcasts accessible with subtitles and sign language;
- allow a person with a mental illness to inherit [36].
Education
- Formal commitment: The Magen David Plan's education chapter includes:
- Action: Tropper's bills include:
Culture and sport
- Action: As Minister of Culture and Sport, in January 2022 Tropper agreed an aid package for the culture sector for January–February 2022 with Finance Minister Avigdor Liberman, during a COVID-19 wave [43].
- Action: In December 2021 he approved about NIS 70 million to upgrade more than 70 football fields with lighting and natural grass. Kipa reported that this would let more matches move from Shabbat to weekdays [44].
- Statement: In November 2022, as minister, he said disputes over football on Shabbat should be settled through "a deep process" with "mutual respect" rather than through public letters [45].
- Action: As a Knesset member he initiated Sport Law (Amendment No. 17), published in July 2024 [36], and co-initiated the Israeli Sign Language Recognition Law, passed in June 2026, which makes the Minister of Culture and Sport responsible for carrying it out [42].
Animal welfare
- Dated background (2019; action): In 2019 Tropper initiated a bill to ban live shipments of animals for slaughter (an amendment to the Animal Welfare Law) [36]. The bill did not advance.
Periphery and the north
- Formal commitment: The Magen David Plan includes:
- Action: Tropper tabled a bill for the rehabilitation and development of Kiryat Shmona (2026) and a grant for northern residents who were not evacuated (2025) [36].
Coalition stance
Statements by Tropper and his party, by date
27 July 2026: Tropper said it was "not right at this stage to rule out or say who is in and who is out" [12]. He said his party "will not go into a government with the Haredim at the price of continuing Torato Umanuto" [12, 13]. Asked whether he would prefer Shas leader Aryeh Deri or Democrats leader Yair Golan as a partner, he said: "When I hear Aryeh Deri boasting about his grandchildren who fled, Yair Golan knows how to get in a tank with me." [13] He added: "We're not seeking an alliance with the Haredim but with Zionists." [13]
29 July 2026: Tropper said his party would not "complete Netanyahu's 61" (help him reach a Knesset majority). He also said he could not be part of a coalition that relies on non-Zionist parties [14].
5 August 2026: At the Zionist Home – The Reservists launch, the conditions for joining a coalition were set out [16, 17, 18]:
- a "Zionist government";
- an enlistment law passed before the government is formed;
- the National Security Ministry for Hendel.
The Jerusalem Post reported that the two leaders said they would not commit in advance to either the opposition or Netanyahu's bloc [18].
18 August 2026: Tropper said: "We will not sit in a Netanyahu government." [20]
6 September 2026: Recalling Tropper's July remark that he could not be part of a Netanyahu-led coalition relying on non-Zionist forces, the Jerusalem Post reported that Hendel, unlike Tropper, did not categorically rule out a Netanyahu-led government. Hendel said: "If a broad unity government is formed with Eisenkot, Bennett, Liberman, Netanyahu and others, we will be part of it." [21] The two split later that day [22, 23].
30 September 2026 (after joining Yashar): Maariv reported from a house meeting that Tropper did not rule out today's coalition parties joining a future government, as long as they accept his party's basic principles [26]. He repeated that the senior officials in office on October 7, including Netanyahu, are unsuitable to continue [26].
List-level conditions (Yashar). On 26 September 2026 Eisenkot set four conditions for any coalition partner [27]:
- accepting Israel as a Jewish and democratic state;
- accepting the values of the Declaration of Independence;
- accepting the obligation of military service;
- recognising Hamas as a terror organization that must be dismantled.
He said: "I do not see an Arab party that accepts my principles." [27] In August 2026 he said he would not sit with Shas or United Torah Judaism unless they commit to his foundational principles [28].
Track record of keeping coalition pledges. Yesodot Yisrael has never run before, so it has no record of its own. Tropper's personal record is as follows:
- 2019–2020: He ran with Blue and White, whose central campaign promise was to replace Netanyahu. Blue and White had also planned a law to bar an indicted Knesset member from becoming prime minister [50].
- March–May 2020: Gantz reversed this pledge and entered a government with Netanyahu, which split Blue and White [50]. Tropper stayed with Gantz and became Minister of Culture and Sport in that government on 17 May 2020 [35].
- June 2021 – December 2022: He continued as Minister of Culture and Sport in the Bennett–Lapid government, whose coalition included the Arab party Ra'am [35, 80]. Change over time: In July 2026 he said he could not be part of a coalition that relies on non-Zionist parties [14]. No statement by Tropper explaining the difference was found.
- October 2023: He joined the emergency government under Netanyahu after the October 7 attack [35]. He left it in June 2024 [35, 64].
His 2026 pledges ("We will not sit in a Netanyahu government") are new and have not yet been tested.
Track record
Yesodot Yisrael as a party has never been in the Knesset or in government. Its leader's record is as follows.
As Minister of Culture and Sport (May 2020 – December 2022) [35]
- COVID-19 support for culture: In January 2022 he agreed an aid package for January–February with the Finance Minister. It included NIS 28 million for cultural institutions that kept employing workers, NIS 10 million for artists in the Sal Tarbut school-performance programme, NIS 50 million for local authorities' cultural activity, NIS 12 million through municipal culture halls, NIS 38 million through a support test, and a fund for artists in distress raised to NIS 6 million [43].
- Sport infrastructure and Shabbat: He approved about NIS 70 million for lighting and upgrades at more than 70 football fields, which Kipa reported would let more matches move off Shabbat [44]. He said the issue should be settled through dialogue between the communities [45].
As minister without portfolio (October 2023 – June 2024) [35]
- He set out National Unity's day-after position for Gaza: Israeli security control, and no Israeli civilian rule [32].
- He said National Unity would leave the government if Netanyahu refused an acceptable hostage deal [33]. The National Unity ministers left the government in June 2024 [35, 64].
As a Knesset member (2019 – present)
- Laws passed:
- Bills that did not pass: Most of his other bills were tabled but did not advance, or were stopped, according to the Knesset's bill-status codes [36, 37]. They include:
Promises compared with delivery. Tropper's main 2026 promises have no delivery record yet, because he has not been in government since 2024:
As an opposition Knesset member he tabled bills in several of these areas, such as governance [40], the courts [39] and reservists [36]. None of these specific bills became law.
Voting record in the 25th Knesset (2022–2026). The Knesset's open data records 4,315 votes cast by Tropper in this term. His votes on the main issues are listed in section 3. They are consistent with his 2026 statements on four issues:
- Enlistment: against the government's enlistment bills, and for tying benefits to service.
- Courts: against every part of the 2023 and 2025 changes to the judicial system, and against splitting the attorney general's role.
- October 7 inquiry: for a state commission of inquiry, and against the bill for a commission chosen through the Knesset.
- Settlements: for applying sovereignty to the Jordan Valley, Ma'ale Adumim and Beitar Illit, and no vote found for applying it to all of Judea and Samaria.
He also voted against the final readings of the 2023, 2024, 2025 and 2026 budgets, and against the Death Penalty for Terrorists Law [52, 53]. One vote differs from the later August 2026 Magen David Plan: on crime organizations (see the change over time noted under "Crime in Arab society").
Legal or ethical matters involving leaders
No indictments, convictions or official inquiries involving the party's leaders were found.
What was checked: Hebrew and English searches for "טרופר" with the State Comptroller, the Knesset Ethics Committee, indictments and investigations, and press profiles of him [47].
A civil defamation suit that Tropper himself filed against a Likud activist, and won in September 2025, is not listed here, because court cases a leader brings as plaintiff are outside the scope of this section [46].
No legal matters involving Shira Shapira, Elyasaf Peretz or Shlomi Yechiav were found.

Information availability
Enough public information exists to describe this party's positions, though with clear gaps.
- What makes it look limited:
- Yesodot Yisrael was registered only in July 2026 [7, 8] and has never run in an election.
- It has not published a platform of its own. The joint Yashar list has published plans [51, 67], but they are the list's, not the party's.
- Its only detailed policy document, the Magen David Plan, was presented jointly with Yoaz Hendel's Reservists, who left the partnership on 6 September 2026 [15, 23]. It is unclear which parts of that plan Yesodot Yisrael still holds now that it runs inside Yashar.
- Why it is, on balance, not limited:
- The party is built around one leader, Chili Tropper, whose public record is extensive. He has served seven years in the Knesset and was a minister in three governments [35]. He initiated or co-initiated more than 50 bills [36]. Open data records 4,315 plenum votes by him in the 25th Knesset alone [52, 53]. He gave many interviews in July–September 2026 [12, 13, 14, 20, 26].
- On eight of the ten issues this document cites Action-tier evidence (votes, bills or actions in government), not just statements: enlistment, the courts, the October 7 inquiry, Judea and Samaria, religion and state, cost of living, crime in Arab society and Gaza.
- Remaining gaps:
- No position from the party or its leader was found on Iran and Hezbollah strategy or on housing.
- His positions on Gaza after the October 2025 ceasefire are not documented.
- For several religion-and-state votes only the bill titles, not the texts, could be checked.
- The texts of several bills he voted on could not be retrieved.
- Joint list: Where the party has no position of its own, this document records the commitments of the joint list's leader, Gadi Eisenkot, and marks them as list-level. Yesodot Yisrael supplies 4 of the list's 120 candidates [1]. The joint list's published plans are also recorded, marked as list-level [67].
